The city of Kingston is on the cusp of a significant transformation, thanks to substantial federal investments aimed at revitalizing its historic waterfront district. This initiative, spearheaded by Congressman Pat Ryan and supported by local officials, promises to enhance infrastructure, preserve history, and stimulate economic growth.
At the heart of this revitalization effort is a $21.7 million federal grant awarded in 2026 through the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program. This funding will be instrumental in improving transportation networks along the waterfront, fostering better pedestrian, bicycle, and vehicle access.
Infrastructure Improvements and Historic Preservation
The RAISE grant is just one piece of the puzzle. An additional $250,000 has been allocated for the reconstruction of a deteriorating bulkhead along the waterfront. This aging structure supports several historic buildings, and its deterioration poses a threat to the seawall and adjacent properties. The reconstruction project will not only address these structural concerns but also create a new walkway that connects housing developments, local businesses, and a recreational trail, thereby enhancing public access to the waterfront.
Congressman Pat Ryan, a fifth-generation Kingston native, expressed his pride in securing these funds. “Delivering a historic $22 million is a massive win for our Kingston community,” Ryan stated. “The waterfront in particular is an incredibly special place to me – my family landed at the Rondout when they came from Ellis Island – and with this investment, we’re preserving the rich history of Kingston and all the families who call it home.”
Enhancing Public Spaces and Economic Development
In addition to the infrastructure improvements, $1.8 million has been included in the House appropriations process for enhancements to T.R. Gallo Waterfront Park. This funding, requested through the Community Project Funding process for fiscal year 2027, must still be approved by Congress and signed into law before becoming available. Once secured, these funds will contribute to the park’s development, providing residents and visitors with enhanced amenities and recreational opportunities.
Kingston Mayor Steve Noble highlighted the importance of these investments. “We were thrilled to receive an unprecedented $21.7 million in Federal RAISE grants thanks to the support of our Senators and Congressman Ryan,” Noble said. “Our Waterfront area is already vibrant, and we know with this investment, this entire area will see continued economic growth, enhanced amenities for residents and visitors, and much-needed protections to guard against climate-related flooding disasters.”
The combined investments are intended to strengthen waterfront infrastructure, protect historic assets, and support continued economic development in Kingston’s waterfront district. As the city moves forward with these projects, the historic waterfront is poised to become an even more vibrant and accessible destination for all.
