Governor Kathy Hochul has taken a significant step towards improving government services in New York with the launch of her EXPRESS NY initiative. This ambitious program aims to cut through bureaucratic red tape, making it easier for residents to navigate state services. The first wave of reforms includes 50 actions across 22 state agencies, designed to save New Yorkers tens of millions of dollars in fees and compliance costs, and over one million hours of time spent on regulatory processes.
Over 1.5 million New Yorkers are expected to benefit from these changes, which range from simplifying occupational license renewals to streamlining affordable housing projects. The initiative is a direct response to feedback from residents and state agencies, highlighting the need for more efficient and accessible government services.
Streamlining Processes to Save Time
The EXPRESS NY initiative focuses on four key areas: saving time, saving money, increasing access to services, and rescinding outdated regulations. One of the primary goals is to streamline processes that have long been a source of frustration for residents. For example, the initiative simplifies the renewal application for over 800,000 occupational licenses, including those for barbers, cosmetologists, and real estate professionals.
Another significant reform is the acceleration of affordable housing projects by streamlining the evaluation process for state-funded projects. This change is expected to speed up the development of much-needed housing across the state. Additionally, the initiative adjusts nurse aide training hour requirements, making it easier for individuals to enter the healthcare workforce and address critical shortages.
Reducing Financial Burdens
In addition to saving time, the EXPRESS NY initiative aims to reduce the financial burdens on New Yorkers. One notable reform is the elimination of a $25,000 bonding requirement for the transportation of manufactured homes between 14 and 16 feet wide. This change makes it more affordable to deliver prefabricated homes, supporting the housing market and reducing costs for residents.
The initiative also repeals a $100 application fee for commercial measuring devices and a $25 fee for leashed tracking dog licenses. These changes lower costs for businesses and recreational hunters, respectively. Furthermore, the initiative reduces the equity requirement for nursing home construction projects, making it easier for facilities to modernize and expand.
Enhancing Access to Services
Increasing access to services is another cornerstone of the EXPRESS NY initiative. The program modernizes the Minority- and Women-Owned Business Enterprise (MWBE) certification process, streamlining applications and cutting review times by roughly 50 percent. This reform is expected to boost outcomes for MWBEs and support economic growth.
The initiative also expands telehealth services in assisted living facilities, ensuring that residents have access to essential healthcare services. Additionally, the Office of Victim Services has updated its regulations to allow for digital document submission, adding rideshare as an eligible compensable expense, and increasing the burial reimbursement cap. These changes make it easier for victims to receive the help and compensation they deserve.
